Minister for the Marine
the functions delegated to each Minister of State at his Department; and the date on which the functions were delegated in each case.

The Marine (Delegation of Ministerial Functions) Order, 1995 was made by the Government at its meeting on 24 January 1995.
Under the terms of the order, the powers and duties conferred on me as Minister under the following Acts were delegated to the Minister of State at my Department: Fisheries Acts, 1959 to 1994, in so far as they relate to inland fisheries, aquaculture and the marine environment; Marine Institute Act, 1991; Sea Pollution Act, 1991; Dumping at Sea Act, 1981; Oil Pollution (Civil Liability and Compensation) Act, 1988; Pilotage Act, 1913; Harbours (Regulation of Rates) Act, 1934; Harbours Acts, 1946 to 1976; Free Ports Act, 1986; Dún Laoghaire Harbour Act, 1990; Dún Laoghaire Harbour Act, 1994; Foreshore Acts, 1933 to 1992.
Within the ambit of the order, the Minister of State at my Department, Eamon Gilmore, T.D., has been assigned responsibility for the following areas: Inland Fisheries, Aquaculture, Research, Commercial Harbours (other than harbours in County Cork), Dún Laoghaire Harbour, Marine Environment, Coastal Zone Management, Coastal Protection.
I would add that under the relevant statute — the Ministers and Secretaries (Amendment) (No. 2) Act, 1977 — statutory powers delegated to the Minister of State are exercised under my general superintendence and control. I retain overall responsibility for policy, legislation and finance in respect of the areas delegated.
