98 Mr. J. Walsh asked the Minister for Social Welfare the total amount subscribed by the self-employed since 1988 and the contributions expected in the years 1995 and 1996. [7076/95]

PRSI for the self-employed was introduced with effect from 6 April 1988. The social insurance element of the PRSI rate was set at 3 per cent for the 1988-89 tax year, at 4 per cent for the 1989-90 tax year and at 5 per cent for the 1990-91 and subsequent tax years. The amount paid into the social insurance fund by self-employed people for the years 1988 to 1994 is set out hereunder together with the estimated figure for 1995. The estimate for 1996 is not yet available.

100 Mr. J. Walsh asked the Minister for Social Welfare the estimated annual payments to the self-employed for each of the next ten years. [7078/95]

Self-employed persons became insurable under the social insurance system for the first time with effect from 6 April 1988. Contributions at Class S rate are payable by this group which may provide entitlement to old age contributory pension and survivor's and orphan's pensions. Self-employed persons may also have an entitlement to social welfare assistance payments based on an assessment of their individual needs.

Social insurance payments are paid from the social insurance fund which is financed by contributions from employees, employers, the self-employed and the Exchequer. Thus receipts into the fund can be classified in this manner. However, expenditure from the fund is not recorded in this way. Neither are such details available in respect of social assistance payments.

The Revised Book of Estimates for 1995 is in the final stages of preparation and will be published shortly. The estimated expenditure from the social insurance fund in 1995 will be in the region of £1,958 million which includes an amount of £200 million in respect of equal treatment payments. The expected yield to the social insurance fund from PRSI receipts in 1995 is £1,715 million broken down as follows:

The social insurance fund will also have other miscellaneous income in the region of £0.5 million in 1995.

103 Mr. J. Walsh asked the Minister for Social Welfare the estimated expenditure in 1995 from the social insurance fund and the local loans fund in respect of equal treatment payments for unemployment benefit, disability benefit and invalidity pension. [7081/95]

Section 30 of the Social Welfare (Consolidation) Act, 1993, provides that the cost of social insurance benefits shall be met out of the social insurance fund. Section 6 (9) (a) of that Act provides that the amount by which the income of the fund for any year is less than its expenditure shall be paid into the fund out of moneys provided by the Oireachtas.

The estimated expenditure in 1995 in respect of equal treatment payments is £200 million. An estimate of the cost in respect of individual social insurance benefits is not available.
