Vol. 452 No. 3

Written Answers. - Teachers' Qualifications.

Austin Deasy

Ceist:

33 Mr. Deasy asked the Minister for Education if she will waive the Irish qualification for teachers who are trained in other EU countries in areas such as remedial teaching where the Irish language is not required. [6913/95]

The appropriateness of the Irish language requirement for teachers was acknowledged by the European Court in its judgment in the Groener case. Remedial teachers in both primary and second-level schools are employed as teachers in the first instance and on the same terms and conditions as apply to all other teachers. These include an appropriate Irish language qualification. To apply a separate range of qualifications to remedial teachers would not be desirable in principle.

The White Paper acknowledges the value of improved mobility of teachers including mobility within the island of Ireland. In this connection the White Paper indicated that one of the issues which will need to be examined is the question of the Irish language qualification for teachers who have received their training in Northern Ireland.
