Written Answers. - Housing Estates' Completion.

80 Mr. Broughan asked the Minister for the Environment the intentions, if any, he has to introduce legislation to compel housing developers to complete their developments within a specified period in view of the fact that a small minority of developers have been developing inhabited urban estates for periods of up to fifteen years with great consequent hassle for residents. It is a matter for the planning authority to take all necessary steps to secure the completion of housing estates by attaching appropriate conditions to permissions, including conditions regarding an appropriate security — or bond — to ensure satisfactory completion. Conditions requiring the phased completion of housing estates may also be attached to permissions where appropriate. Planning authorities have adequate powers to enforce such conditions and to realise the security or bond. I have no plans to change these arrangements.
