76 Mr. E. Walsh asked the Minister for the Environment if he will introduce legislation to prohibit the parking of trucks and commercial vehicles in residential areas and to require parties seeking licences for such vehicles to indicate on their application that they have off-street parking for such vehicles; if he will ensure that the name and address of the owner is displayed on each vehicle; and if he will make a statement on the matter. Section 35 of the Road Traffic Act, 1994 empowers the Minister for the Environment to make regulations for the general regulation and control of traffic, including the parking of vehicles in public places. Comprehensive regulations will be required to give effect to the section and work on the preparation of these regulations is in hands. The question of controls on the parking of heavy vehicles in residential areas will be considered in the preparation of the regulations.

Pending the commencement of the provisions of the Road Traffic Act, 1994, the making of traffic and parking bye-laws or temporary rules is a matter for the Garda Commissioner under sections 89 and 90 of the Road Traffic Act, 1961. While my consent is required to any such bye-laws or temporary rules, no proposals have been submitted to me in relation to the matter in question.
I have no proposals to require that persons taxing commercial vehicles be required to provide information about off-street parking for such vehicles, or to indicate on the vehicle the name and address of the owner.
