Written Answers. - Post-graduate Course Fees.

118 Mr. S. Brennan asked the Minister for Education the views, if any, she has on the proposed increases in fees for post-graduate and doctoral degree courses; the further views, if any, she has on the fact that the proposed increase of 40 per cent is eight to ten times the rate of inflation; and if she will make a statement on the matter. The level of fees for post-graduate courses is a matter for the colleges themselves to decide.

In the case of the recently announced increases by University College Dublin I understand that the overall average increase in post-graduate fees is 12 per cent. The average increase in Ph.D. fees is just over 23 per cent. Some 60 per cent of Ph.D. students are in receipt of grant-aid or fee concessions. In the Science area, which will see an increase of about 38 per cent in Ph.D. fees, only a minority will be paying full fees.

Generally speaking, post-graduate course fees are below the level of undergraduate fees. I understand that the application of the fee increases will still leave post-graduate fees, on average, lower than undergraduate fees.
