Ceist:

86 Mr. D. Ahern asked the Tánaiste and Minister for Foreign Affairs the international treaties and conventions he intends to sign; the number that have been signed; the number that have been signed but not ratified; the number signed which have been ratified but have not been put into force; and if he will make a statement on the matter. [12009/95]

Other Ministers will be replying directly on areas within their own competence. The following information relates to matters handled by the Department of Foreign Affairs.

I. The Government is currently considering the signature of the 1995 Food Aid Convention and intends ratifying as soon as possible the International Convention on the Elimination of all forms of Racial Discrimination, the Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment and the Protocols Additional to the Geneva Convention relating to the Protection of Victims of International and non-International Armed Conflicts.
II. The following agreements have been signed since the formation of the Government in December 1994 and are awaiting ratification by Ireland:
Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and the Republic of Kazakhstan of the other part — signed January 1995.
Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and the Kyrgyzstan Republic of the other part — signed February 1995.
Agreement on technical co-operation between the Government of Ireland and the Transitional Government of Ethiopia — signed February 1995.
Framework Convention for the Protection of National Minorities — signed February 1995.
Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and the Republic of Belarus of the other part — signed March 1995.
Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Estonia of the other part — signed June 1995.
Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Latvia of the other part — signed June 1995.
Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Lithuania of the other part — signed June 1995.
III. The following agreements have been signed but not ratified:
European Convention for the peaceful settlement of disputes, 1957 — signed 1957.
Protocol to the Vienna Convention on Consular Relations concerning the Compulsory Settlement of Disputes, 1963 — signed 1963.
International Convention on the Elimination of all forms of Racial Discrimination, 1965 — signed 1968.
Protocols Additional to the Geneva Convention relating to the Protection of Victims of International and non-International Armed Conflicts, 1977 — signed 1977.
UN Convention on the Law of the Sea, 1982 — signed 1982.
Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, 1984 — signed 1992.
Convention on Biological Diversity — signed 1992.
Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, 1993 — signed 1993.
International Cocoa Agreement, 1993 — signed 1994.
1994 Agreement relating to the Implementation of Part XI of the UN Convention on the Law of the Sea of 10 December 1982 — signed 1994.
Convention to Combat Desertification in those countries experiencing serious drought and/or desertification particularly in Africa — signed 1994.
7th Protocol to the European Convention on Human Rights, 1984 — signed 1984.
11th Protocol to the European Convention on Human Rights, 1994 — signed 1994.
IV. Protocol 10 to the European Convention on Human Rights has been signed and ratified by the Government. It will not come into force until all parties have ratified it.
