59 Mr. M. McDowell asked the Minister for Finance the total amount of income tax collected through the PAYE system during the last tax year, or the last tax year for which figures are available; the amount of income tax collected during the same tax year through the PAYE system from company directors; the amount of income tax collected during the same tax year through the PAYE system from proprietary directors, as defined in the tax legislation; and if he will make a statement on the matter. Figures of revenue tax receipts are compiled on a calendar year basis. The total net receipt of income tax paid through the PAYE system for 1994 amounted to £3,259.1 million, excluding £12.1 million amnesty receipts.

This figure covers more than income tax on ordinary wages and salaries. It includes tax paid by directors of close companies who are akin to the self-employed as well as tax on "other income" of employees such as rent and other investment income. It also includes the tax paid under PAYE on the income from employment of farmers and other self employed individuals.
The only relevant information available relating to directors is that pertaining to proprietary directors. The estimated income tax liability of proprietary directors for the income tax year 1991-92, the latest year for which the relevant statistics are available, was £268.4 million or 10.6 per cent of the estimated total income tax liability under PAYE for that year.
