Written Answers. - Representation on Harbour Boards.

417 Mr. S. Brennan asked the Minister for the Marine if he will make a statement on the reason Chambers of Commerce are not being allowed nominate members of Harbour Boards under the Harbours Bill, 1995, as recently confirmed by the Minister of State, in view of the fact that such nominees would guarantee commercial representation, prevent allegations of political patronage, ensure effective local and inter-chamber communications, ensure immediate local accountability, support the entire concept of competition between the harbours and preserve commercial independence of Harbour Boards; his views on whether the exclusion of Chamber nominees could lead to unnecessary tension and interference in the work of the Harbour Boards; and the reason he believes Chambers of Commerce should not have a role. In line with the recommendations of the Commercial Harbours Review Group, chambers of commerce are not being granted statutory representation on the boards of the proposed new port companies. Having said that, it is my intention that the ministerial Directors will, in general, be drawn from the professional and business community. In appointing such Directors I will be anxious to select persons with the appropriate business acumen. For this reason I may invite recognised bodies such as IBEC and the chambers of commerce to recommend persons for consideration for appointment as Directors.

Alternatively, should the chambers (or indeed any other body) wish to submit names for consideration for appointment as Directors, I will be happy to bear in mind such nominations at the appropriate time.
