136 Mr. Callely asked the Minister for Justice if she will confirm that Garda management at Commissioner level is at present involved in the implementation of a model for personnel allocation throughout the country; whether population statistics for 1991 or 1995 are being used by Garda management for this purpose; and if she will make a statement on the matter. The Garda authorities are responsible for the detailed allocation of Garda manpower and resources to individual areas. I have been informed by them that since the Garda Síochána Corporate Strategy Policy Document (1993-1997) was drawn up the Garda authorities are evaluating methods for allocation and deployment of human resources throughout the State.

I can confirm that a human resource allocation model is at present being piloted in four divisions within the country. This model identifies and quantifies the workloads which apply to the Garda Síochána and applies these measures so as to ensure that the allocation of personnel is the most equitable that can be achieved.

I have been informed by the Garda authorities that the population statistics based on the 1991 census are being used for this model as population statistics for 1995 are not available.
