122 Mr. Harte asked the Minister for the Environment in view of the officially stated figure that £13 million is owed by tenants living in local authority houses and paying differential rent, if he will consider offering a rent amnesty to families who are in financial difficulties and who find it impossible to pay the rent owed, a situation which is worrying and distressing to those who find themselves in this near hopeless position. The operation of their rent schemes, including all issues related to arrears, is a matter for each local authority as an integral part of their function of managing their housing stock.

I propose to take Questions Nos. 123 and 124 together.
Stage I of the Lough Derg catchment protection scheme comprises the planning and construction of sewage collection and treatment systems at 11 locations and the provision of phosphorus removal facilities at another four locations. In addition, Stage I is to develop an integrated catchment water quality management system and a planning framework for further stages of the project. The current position with regard to each project is outlined in the following table:
