154 Mr. O'Dea asked the Minister for Transport, Energy and Communications if he will honour the agreement between air traffic controllers and the Government made in 1990; and if he will ensure that officers who retired prior to 1 July 1989, are not marginalised by changing agreed pay increases into allowances. The 1990 agreement was fully honoured by my Department. The agreement introduced, inter alia, allowances for the performance of certain tasks in the Department's air traffic service. These allowances were effective from 1 July 1989 and the agreement did not provide for retrospective application of these new allowances to staff who retired before 1 July 1989. The agreement did not provide for increases to pay scales.
