The following table shows the area per county which failed second instalment inspections in the years 1993 to 1995. Payment of premiums is generally withheld in such cases until the plantations are brought back up to standard. The table covers second instalment failures under the western package and operational programme schemes 1989 to 1993 under which second instalments of the grant became due from 1993, four years after planting. The table includes both cases where premiums are payable and cases which do not attract premiums (non-farmers). It should be noted that to pass the second instalment inspection the entire plantation must be up to standard.
Many of the cases which failed second instalment inspections in the years 1993 to 1995 required filling-in or replacement of plant stock and these would generally not be inspected again until two years after filling-in since this is the time necessary to establish whether the remedial work undertaken has been successful. In cases where remedial action involves the cleaning of sites or the application of fertilizer the sites can be inspected again on completion of the remedial work.
