Written Answers. - Refinery Upgrade Programme.

251 Mr. Barry asked the Minister for Transport, Energy and Communications the current position regarding the upgrading programme taking place at Whitegate oil refinery, County Cork; the nature of the work involved; the way in which this work will impact on the general public when the work is completed and on the workforce at the plant; and if he will make a statement on the matter. [5018/96]

The Irish National Petroleum Corporation is currently in the course of implementing a commercialisation plan involving investment in over 20 individual projects. The investment projects include the provision of increased distillation capacity and of a new road loading facility. Progress is monitored on an on-going basis. The plan is on target and will enable the refinery to operate on a fully commercial basis from January 1997.

Completion of the plan and the removal of the mandatory purchase regime will result in reduced costs to oil companies which should benefit the general public through lower oil prices. By operating successfully in open market conditions, continued employment at the refinery will also be assured.
