Written Answers. - Assault on Homeless Boy.

120 Mr. Gregory asked the Minister for Health if a serious assault on a 15 years old homeless boy at a bed and breakfast (details supplied) occurred in early February 1996; if the alleged perpetrator was placed in another bed and breakfast where another serious incident involving him was reported; if so, the steps, if any, he is taking to deal with this situation and to prevent a recurrence; and if he considers the place (details supplied) to be suitable accommodation to deal with the needs and welfare of the homeless children placed therein. I understand from the Eastern Health Board that a serious assault on a 15 year old homeless boy did occur in a children's residential home run by the Eastern Health Board and not a bed and breakfast as stated by the Deputy. At a later stage the alleged perpetrator was placed in a bed and breakfast where another incident of a verbal nature occurred.

When a young person in care poses a risk to other people his or her needs have to be met in the context of the safety of others. The board has indicated that a family placement is available if the person in question elects to avail of it. The residential home referred to by the Deputy is indeed suitable to accommodate children who are out of home and I am satisfied that a high standard of care is provided in the centre.
