Ceist:

307 Mr. J. Mitchell asked the Minister for Social Welfare whether a person (details supplied) in Dublin 7 is entitled to a pro-rata retirement pension in view of the circumstances of the case (details supplied). [6067/96]

To qualify for a mixed insurance pro rata pension a claimant must, inter alia, have either 208 paid, or 260 paid or credited, contributions since 1953 which are reckonable for pension purposes.

The person concerned has a total of 202 paid full-rate contributions since 1953. From 19 December 1956 he has paid contributions at the modified rate. His record of full-rate contributions is fully consistent with the change in his insurance position at that date.

To qualify for a pension he would need to re-enter employment, insurable at the full rate, for a further period.

Ceist:

308 Mr. Dempsey asked the Minister for Social Welfare the number of people who applied for disability benefit on 15, 16 and 17 November 1986; and the number of those applicants who qualified for equal treatment arrears. [6134/96]

Statistics are not maintained in a manner which would enable the details requested to be provided.

The general position for disability benefit claimants in the context of equal treatment payments is that arrears of adult and child dependant increases are payable on paid claims during the period 24 December 1984 to 15 November 1986.

The effective date for entitlement to transitional payments for people who were in receipt of disability benefit is 17 November 1986. In order to qualify for transitional payments, a person is required to have been receiving payment, inclusive of an adult dependant increase, on any day in the week prior to that date and to have lost the adult dependant increase under the new conditions which came into effect on that date. A claimant not in receipt of disability benefit in respect of 17 November 1986 did not qualify for transitional payments.
