62 Mr. D. Ahern asked the Tánaiste and Minister for Foreign Affairs in respect of his Department and each semi-State body and Government-constituted board under the aegis of his Department but with the exception of members of the Government, the persons who are provided with cars at State expense; the offices held by such persons; the number of people employed to drive such cars; the type of use permitted for such cars; and the total cost in each case. An official car is made available to each head of diplomatic mission for official use and solely within the area of accreditation. Official cars are used by heads of mission and other officers in connection with official representational functions. They also serve a wider function and are used, for example, to deliver and collect urgent messages and to transport members of Irish delegations in the course of official visits. Because of the particular functions attaching to the roles of Permanent Representative and Deputy Permanent Representative at the Permanent Representation of Ireland to the European Union, an official car is assigned to each. Heads of mission in embassies located in countries with which Ireland has bilateral aid programmes function at Chargé level and have the use of official vehicles. Each mission has a messenger driver whose responsibilities go beyond driving duties.

Attached is a list which provides the total cost in the Mission year 1995, October 1994 to September 1995, of each embassy official car inclusive of current value and running costs.

Prior to 1995 the trade-in value of official cars had to be surrendered to the Exchequer and the full purchase cost of each replacement car was borne by my Department. Cars may now be traded in as is the norm. In the light of this and given the taxation arrangements which apply to the purchase and resale of official diplomatic vehicles, cars can now be replaced over a shorter time span than previously. This will ultimately lead to significantly increased cost effectiveness in all purchases of official vehicles.
