Written Answers. - Planning Guidelines on Floodlighting.

84 Ms O'Donnell asked the Minister for the Environment the plans if any he has to initiate planning guidelines for floodlighting columns that are contained in planning applications for synthetic sports pitches, where the proposed development is in close proximity to residential dwellings in view of the fact that planning permissions are being granted for such developments by local authorities in spite of the negative impact on residential amenity by the introduction of artificial lights, glare and noise pollution caused by sports activity by the almost permanent use of the sports facility, particularly when used commercially; and if he will make a statement on the matter. I have no plans at present to issue such guidelines.

Within my Department's work programme, priority is being given to guidelines on the planning aspects of windfarms and communications masts which will be finalised shortly. Work is also under way on guidelines on forestry development and high amenity landscapes, as well as on the scope and content of development plans.
