156 Mr. E. Ryan asked the Minister for the Environment if he will consider amending the Housing Act, 1966, to ensure that the provisions of section 3 (1) of the Act in relation to service of notices and so on will apply to the service of summons and, the amended provision of section 3 (1) will be in substitution for the relevant court rules in relation to the service of summons where they so apply, in view of the difficulties local authorities have in serving summonses, such as summonses for ejectment, because of the unwillingness of tenants/squatters to accept registered post. I understand that the procedures laid down by statute and the Rules of Court for the service of District Court documents, including the service of summones, are in some respects, more flexible than the provisions of section 3(1) of the Housing Act, 1966 for the service of notices, and cater for situations such as that referred to in the question. I have no proposals, therefore, to amend the Housing Acts in this regard.
