Written Answers. - EU Tropical Forest Regulation.

79 Mr. Dempsey asked the Tánaiste and Minister for Foreign Affairs the policy implications for the EU of Regulation 3062/95 on tropical forests; the policy implications for Ireland in respect of this regulation; and if he will make a statement on the matter. [10181/96]

This regulation is an important element in EU support for the promotion of environmentally sustainable development in the developing world and provides a legal basis for expenditure by the European Union on the sustainable management and conservation of tropical forests.

Under the terms of the regulation, the Union will provide financial support or technical expertise for operations which support and encourage the efforts of the developing countries and their regional organisations to conserve and sustainably manage their tropical forests, in the context of the sustainable development of those countries and regions.

European Union policy on the development aspects of tropical forest management was set out in a Council Resolution of May 1990. This regulation brings up to date elements of that Resolution in the light of subsequent developments, including the Conventions on Climate Change and Biodiversity and the establishment of the Commission on Sustainable Development.

The European Commission is currently undertaking an evaluation of the environmental aspects of Union development assistance and a draft Resolution on Environmental Impact Assessment in Development Co-operation is at present before the Council.
Ireland fully supports the terms of the regulation on tropical forests. There are no direct policy implications for this country and actions financed under its terms will be complementary to the actions of member states in this area. Through participation on the management committees examining proposals for Union actions in this area, Ireland will monitor the implementation of the regulation and make, as appropriate, proposals for action.
