May I ask the Taoiseach if it is still intended to hold a referendum this year on votes for emigrants and, if so, when it will take place?

As the Deputy knows, that matter was the subject of a consultation paper which was published. It was also the subject of consultation by one of the committees of the House. I understand the consultation period has just concluded. The Government will consider the outcome of that consultation with a view to taking a final decision on the matter.

Has the delay in introducing the promised legislation on the reorganisation of the Eastern Health Board been due to cost implications?

Is legislation promised in this area?

The Health (No. 2) Bill dealing with the organisational structures of health boards will be available late this year or early next year. I am not aware that there is any particular delay in introducing the legislation. It is worth pointing out that legislation in this area was promised for years by many previous Ministers for Health and that this Minister will finally introduce it.

What about the cost implications?

The Government clearly states in its Programme for Government that there is a clear need for greater openness and accountability to allow much better public access to information in the possession of State Departments, agencies and, presumably, Ministers. Will the Taoiseach say when it is proposed to publish the Freedom of Information Bill?
