8 Mr. M. Kitt asked the Tánaiste and Minister for Foreign Affairs if he will highlight the case of the Guarani people of Brazil and, in particular, the impact of Decree 1775/96 that was signed into law on 8 January 1996; and if he will make a statement on the matter. [11107/96]

I am aware of the difficulties of the Guarani and of other indigenous people in Brazil and elsewhere in Latin America. The situation of indigenous peoples is addressed regularly in discussions between the European Union and the countries of Latin America and the Government of Brazil is apprised of the EU's concerns regarding the rights of indigenous peoples.

At the recent ministerial meeting in Bolivia between the European Union and the Rio Group of Latin American countries, which I attended, both parties agreed to pay special heed to the fight against inequality and social exclusion, the protection of the rights of indigenous communities and their cultural heritage and their full participation in all aspects of society in the context of the national development of their prospective countries. These objectives will be pursued, inter alia, through projects in the areas of health, education and housing policies.

I assure the Deputy that I will keep under review the difficulties faced by indigenous people and will avail of appropriate opportunities to raise the case of particular groups of people including the Guarani through the EU, the United Nations and in bilateral contacts with the Governments of the countries concerned.
