Ceist:

163 Ms O'Donnell asked the Minister for the Environment if he will consider a proposal which has been put forward in the Cross Care Report on the accommodation of the travelling community whereby halting sites would be subject to the usual planning process, allowing residents to voice their concerns and allowing the local authority to place conditions on the establishment and maintenance of the particular site where approval is given; and if he will make a statement on the matter. The five year National Strategy for Traveller Accommodation, which I announced in the Dáil on 27 March last, provides for new and amending legislation to put an effective statutory framework in place which would facilitate implementation of local traveller accommodation programmes. Proposals for the amendment of the Housing Acts, the City and County Management Acts and the Planning Acts, including those which have been suggested in recent reports on this subject, are being examined carefully with a view to preparing an effective legislative package.
