341 Mr. Briscoe asked the Minister for the Environment if he will list all special committees, task forces or review groups that operate under the aegis of his Department; and if he will give details of their functions. [15412/96]

The information requested is set out in the following table:

Details of Group

Function

Strategic Review Committee comprising representatives from DOE, construction industry and private-public sector clients.

To strategically review the Irish construction industry.

Informal Working Group comprising DOE and representatives of the County and City Managers Association.

To consider equality of opportunity and related matters in the local authority service.

Inter-Departmental Committee on Peace time Emergency Planning comprising representatives from DOE and Departments of Health, Justice and Defence.

To monitor and advise on the emergency planning arrangements of the local authorities, health boards and Garda Síochána.

Housing Management Group comprising officials from DOE, Department of the Taoiseach, ADM Ltd., local authorities and Northern Ireland Housing Executive (Consultants).

Promotion of best practice in Housing Management.

Inter-Departmental Committee comprising DOE and Departments of Finance, Health and Social Welfare.

To consider the issues arising from the proposed transfer of administration of SWA rent and mortgage supplementation to local authorities and to make recommendations.

Task Force on Housing Aid for the Elderly comprising representatives from DOE, Departments of Health and Social Welfare, local authorities, FAS, the Society of St. Vincent de Paul and ALONE.

Improvement of housing conditions of elderly persons living on their own in unfit or insanitary accommodation.

Greater Dublin Water Conservation Steering Group, comprising DOE and senior management representatives of the local authorities in the greater Dublin area.

A project management steering group, as recommended by the Greater Dublin Water Supply Strategy Study, to consider, and coordinate responses to, a series of water supply operational management and strategic policy issues arising directly from the Study.

Architects Directive Review Panel comprising DOE, Prof. Cathal O'Neill, James Pike, Gerry Walker and Helen Blair (Architects).

To review applications for inclusion in a proposed amendment to the EU Architects Directive.

Public Art Research Project Steering Group comprising DOE, the Arts Council, Office of Public Works, Department of Arts, Culture and the Gaeltacht and Temple Bar Properties.

To oversee the Public Art Research Project which aims to facilitate the more effective promotion of art in the public sector.

Dublin Docklands Task Force comprising DOE and representatives from Departments of Marine, Transport, Energy and Communications, Enterprise and Employment, Finance, Taoiseach, Dublin Corporation, Dublin Port and Docks Board and Grand Canal Corridor Study Task Force.

To recommend arrangements to develop an overall master plan for the docklands area of Dublin and appropriate implementation and co-ordination arrangements, and also to oversee the implementation of the Task Force's Report.

Ad-hoc Tidy Towns Committee comprising DOE, Super-Valu, Office of Public Works, Cork County Council, Carrickmacross Tidy Towns Committee, adjudicators, representatives, etc.

Review of Tidy Towns Competition format and content.

Ad-hoc Group overseeing Coastal Zone

To review international developments on

Management Study (CZM) comprising

CZM, to assess the present situation in

officials from DOE and Departments of Marine, and Arts, Culture and the Gaeltacht.

Ireland and to make recommendations as an input to the preparation of a national CZM policy catering for conservation and sustainable use.

Ad-hoc Group overseeing preparation of Quality Status Report (QSR) on the Celtic Seas comprising officials from DOE and Department of the Marine.

To prepare the QSR on the Celtic Seas, covering all coastal and marine waters under Irish jurisdiction by way of input to a comprehensive assessment of the North-East Atlantic under the OSPAR Convention on the Protection of the Marine Environment.

Monitoring Committee for the Operational Programme for Environmental Services 1994-1999 comprising representatives from Government Departments, implementing agencies, the Social Partners, NGO's, the European Commission and the European Investment Bank.

To monitor implementation of the Operational Programme for Environmental Services 1994-1999.

Monitoring Committee for the Operational Programme for Transport 1994-1999 comprising representatives from Government Departments, implementing agencies, the Social Partners, the European Commission and the European Investment Bank.

To monitor implementation of the Operational Programme for Transport 1994-1999.
