83 Mr. Dempsey asked the Minister for the Environment if he will give details of the ongoing discussions at EU level regarding the appropriate population level and other measures at which sites for landfill dumping should be subject to an Environmental impact assessment; the current status of the proposal that 35 persons per square kilometer should be the lower cut off point. The Environment Council has invited the European Commission to bring forward a new proposal for a directive in relation to the landfilling of waste.

A previous proposal for a directive on the subject was rejected by the European Parliament in May 1996. That proposal included a provision whereby small landfills serving rural areas with a population density of less than 35 inhabitants per square kilometre need not be subject to certain requirements of the directive.
