92 Mr. S. Brennan asked the Minister for the Environment the plans, if any, he has to amend legislation to make it an absolute requirement for county managers to obtain full planning permission, from An Bord Pleanála, if necessary, before proceeding with plans for halting sites; if he has satisfied himself that the exclusion of halting sites from planning controls is in the best interests of proper planning and development; and if he will make a statement on the matter. The five year National Strategy for Traveller Accommodation which I announced in the Dáil on 27 March last, provides for new and amending legislation to put an effective statutory framework in place which would facilitate implementation of local traveller accommodation programmes. Proposals for the amendment of the housing Acts, the city and county management Acts and the planning Acts, are being examined carefully with a view to preparing an appropriate legislative package.
