Written Answers. - Peace and Reconciliation Funding.

Ceist:

100 Dr. O'Hanlon asked the Minister for Finance the reason resources provided through EU peace and reconciliation funding in 1995 were not fully utilised; and if he will make a statement on the matter. [18774/96]

Initial expenditure has been slower than forecast in the programme document, with only 0.2 million ecu spent in 1995 and the remainder reprofiled into future years. This is largely because of the time it took to establish the innovative delivery mechanisms which are integral part of the programme. In addition, given the fact that the intention of this programme is to engage groups which have not previously been involved in European funding, it is important that time be allowed for local and perhaps inexperienced organisations on the ground to prepare and submit their applications.

There has been a considerable improvement in the commitment position since end June 1996. Reports are currently being prepared for the next meeting of the monitoring committee in early November and I will arrange to circulate an updated table as soon as possible.
