Ceist:

68 Mr. Callely asked the Minister for Finance the number of special advisers, programme managers, private secretaries, constituency assistants, special advisory units, unestablished civil servants and other such staff each member of the Government is allowed to appoint; if he will give a breakdown of all such appointments made by the current Government; and the total cost of such staffing to date. [18888/96]

The following general guidelines apply to the staffing of the offices of Ministers: (a) the number of staff in the private and constituency offices of a Minister should not exceed ten and six respectively; (b) a Minister should not have more than one personal secretary, one personal assistant and one personal or special adviser; and (c) a member of the Government may, in addition to the staffing already referred to, appoint one programme manager.

Appointees to these posts from outside the Civil Service are designated as temporary unestablished civil servants. The restrictions at (a) and (b) above do not apply in the cases of the Taoiseach, Tánaiste, or Minister for Social Welfare whose requests for staffing of their offices are dealt with on a case by case basis. Requests for staffing for special advisory units are also dealt with on a case by case basis.

Details in relation to appointments to individual Ministers' offices and the costs thereof are a matter for the individual Ministers concerned. Details of appointees from outside the Civil Service to my private and constituency offices are as follows: one special adviser; one programme manager; one personal secretary, and one personal assistant. The total cost of these staff from the formation of the current Government to date amounts to £236,583.
