27 Miss Harney asked the Minister for Agriculture, Food and Forestry the additional proposals, if any, he has to enable small and medium producers to plan their milk production on a longer-term basis notwithstanding measures to curb the private leasing of milk quota; and if he will make a statement on the matter. The Deputy is already aware of the arrangements which I have now put in place for the application of a 10 per cent clawback to quota transferred by way of private land leasing and sales. The objective, as I have already stated to the House, is to bias the operation of the quota system in favour of active milk producers by redirecting available quota to temporary leasing and restructuring schemes. Both these schemes give priority to the smaller and medium scale producers and therefore the new arrangements will be to the benefit of these categories.

As far as the future operation of these and other schemes within the quota system is concerned, it is my intention to keep them under ongoing review. I have asked the quota review group to consider the schemes in the light of the results they achieved this year so that recommendations can be made regarding any change deemed necessary before the commencement of the next quota year.
