Ryan asked the Tánaiste and Minister for Foreign Affairs if he will provide details of expenditure on consultancy in his Department in 1995 or the most recent year for which figures are available; and if he will provide an analysis of this expenditure as a proportion of staffing and administration costs. Ryan asked the Tánaiste and Minister for Foreign Affairs if he will give details of the overall expenditure on consultancy by his Department in each of the years 1985, 1990 and 1995, or the most recent year for which completed figures are available; and if he will provide an analysis of these figures as a proportion of overall staffing and administration costs for each of these years. I propose to take Questions Nos.58 and 59 together.

I refer the Deputy to my reply of 13 December 1995 to Question No.60 for details of consultancy costs in the Department of Foreign Affairs and the Office of the Tánaiste in 1995. There have been a number of changes from this position since then:
Vote 38 — Department of Foreign Affairs — The final cost of the staff training consultant was £350.00. No expenditure was incurred by the Department in 1995 in respect of a study on staff appraisal. This gives a total cost for consultancies in the Vote for Foreign Affairs for 1995 of £65,722.36. This represents 0.14 per cent of the net expenditure within this Vote.

The total expenditure on consultancy was £235,622.00 which is equivalent to 0.6 per cent of the Bilateral Aid Programme expenditure within the 1995 Vote for International Co-operation.
There is no change in the details given in my reply of 13 December 1995 to Question No. 60 for the Office of the Tánaiste.
Details of consultancy costs for 1990 and 1985 are not readily accessible and it would not be possible to provide this information in the time available.
