148 Mr. B. O'Keeffe asked the Minister for the Environment his views on the additional costs which will result from MOT tests. [20208/96]

As announced recently, it is proposed that roadworthiness testing of cars, as required by an EU Directive, will be carried out at dedicated test centres operated by a franchisee to be appointed following an open competitive tendering process. To minimise the cost to motorists, the level of fee to be charged will be one of the key criteria in the assessment of tender proposals. It is not possible, in advance of the tendering process, to say what the level of fee will be. Repairs to meet the test standards may also arise in individual cases, but such work would be required, in any event, independent of any testing scheme, in the interests of road safety.
