140 Mr. J. Walsh asked the Minister for Social Welfare if he will sanction a third-level allowance for a person (details supplied) in County Cork. [22882/96]

The conditions for receipt of payment under the third level allowance scheme require a person to be 21 years of age or over and in receipt of an unemployment payment for at least six months at the commencement of the course.

The person concerned commenced a course of study in October 1994 when aged 19. She had not been in receipt of an unemployment payment prior to that. She applied for third level allowance in September 1996 in respect of the second year of the course, having been on unemployment assistance from January 1996. The application was refused as she did not fulfil the conditions for entitlement at the commencement of the course. The applicant was informed of this decision on the 27 September 1996.
