71 Mr. Martin asked the Minister for Education if she will give details of the physical, administrative and staffing structure of the regional technical college outreach centre model proposed for the pilot project to be located at Skibbereen, County Cork, as recently announced; and if she will give details of the predominant method of course delivery and the technology required for this method of delivery. The draft interim report of the Technical Working Group on Outreach Centres to the Higher Education Authority proposes a model for outreach centres of Education based on a mixed mode approach involving a range of levels of provision, to include a balanced provision of higher education, post leaving certificate courses and adult and continuing education.

The Higher Education Authority recommended that Skibbereen would be the location for the model proposed by the technical working group. The centre will test the use of telematics in the delivery of education programmes.

Following a meeting between officials from my Department, representatives of the HEA, senior management of the regional technical college, Cork and the Skibbereen development group steps are now being taken to initiate the planning of the project. At this preliminary stage of the planning process it is not possible to give any details in relation to the physical, administrative and staffing structure of the project.
