20 Mr. Clohessy asked the Minister for the Environment the consultation, if any, he has had with local authorities in respect of the enforcement of the recently enacted Litter Pollution Act 1997; the number of litter wardens currently employed in each local authority area; the new measures, if any, which local authorities have indicated they propose to take in respect of enforcement of this law; and if he will make a statement on the matter. I propose to take Questions Nos. 20 and 39 together.

Following the recent enactment of the Litter Pollution Act, 1997, my Department is preparing a series of measures to support implementation of the new legislative provisions by local authorities and the Garda. Regional briefing seminars are being arranged for local authority officials and comprehensive written guidelines are also being finalised with particular emphasis on enforcement provisions. I intend shortly to bring the Act into operation and to make regulations to support the operation of on-the-spot fines.
Information on the numbers of litter wardens employed by local authories is set out in a table which I propose to circulate in the Official Report. In summary, there were 21 full-time and 66 part-time litter wardens employed by local authorities in 1996.
