Written Answers. - Defence Forces Expenditure.

28 Mrs. B. Moynihan-Cronin asked the Minister for Defence his views on whether a payroll accounting for 80 per cent of Defence Forces spending represents an imbalance between spending on pay and other resources; the action, if any, he proposes in this regard; and if he will make a statement on the matter. The ratio of pay and non-pay Defence expenditure has been recognised as one of the problems to be addressed as part of the reform and reorganisation of the Defence Forces. In their review of the Defence Forces, Price Waterhouse management consultants suggested that an appropriate ratio of pay to non-pay expenditure for the Defence Forces should be 70:30. Accordingly, one of the objectives of the Defence Forces Review-implementation plan is to achieve an improved ratio of the pay/non-pay expenditure.

It is intended to amend progressively the ratio of pay to non-pay spending and it has been agreed with the Minister for Finance that future pay savings projected at some £7.5 million a year will be available for investment in the Defence Forces from 1999 onwards.
