Written Answers. - Defence Forces Deployment.

87 Ms Fitzgerald asked the Minister for Defence the number of requests which have been received by his Department in 1997 to supply Defence Force personnel for service outside the State; the dates on which such requests were received; the person who made the requests; the nature, duration and location of the missions; the numbers of people required; the response by his Department to each case; and the reason for the decision in each case. A total of 14 requests to supply Defence Forces personnel for service outside the State was received in 1997. Details of these requests are as follows.

A request was received from Mr. John O'Shea of GOAL in February 1997 for an officer of the Defence Forces to travel to Armenia, Azerbaijan and Georgia on a four week GOAL assessment trip. This request was approved.

A request was received from HMD International on 6 February 1997 for a project manager in Sarajevo, for a period of six months to one year. This request was not acceded to as the military authorities were unable to release an officer for the appointment in question.

A request from the OSCE was received on 24 February 1997 for the deployment of a communications NCO to the OSCE Mission in Bosnia. Deployment was approved. In the event the OSCE advised that it did not require the services of an Irish NCO for the above post.

In February 1997 a vacancy arose for force commander, United Nations Disengagement Observer Force in Syria (UNDOF). Major General David Stapleton was nominated for the appointment and took up duty in this position on 1 June 1997 for an initial period of one year with the possibility of an extension.

A request was received from HMD International on 5 March 1997 for the provision of an officer to a HMD hospital rehabilitation and medical and trades training programme in Angola for an initial period of three months. The request was, however, put on hold by HMD due to lack of funding.

A request from the OSCE was received on 7 March 1997 for the deployment of four personnel from the Defence Forces as election observers at the local elections scheduled to take place in Croatia on 13 April 1997. Deployment was approved and the relevant personnel were deployed from 8 to 15 April 1997.

A request from the UN was received on 27 March 1997 for the deployment of an Irish officer of the rank of colonel to the post of Deputy Chief Military Observer for the UN Transitional Administration for Eastern Slavonia, Baranja and Western Sirmium (UNTAES) for a period of one year. The request was met on 4 April 1997 and deployment took place on 27 April 1997.
A request was received from the OSCE on 13 May 1997 for an officer to serve with the OSCE Mission in Albania for a maximum of six months. Approval was granted on 28 May 1997 and deployment took place on 8 June 1997.
On 14 May 1997 Dáil Éireann approved the dispatch of a contingent of the Defence Forces for service with the UN authorised multinational Stabilisation Force (SFOR) in Bosnia and Herzegovina. An Irish contingent comprising 50 military personnel was deployed on 1 July 1997. In addition, a military liaison officer was assigned to Supreme Headquarters Allied Powers in Europe (SHAPE) at Mons in Belgium for the duration of Ireland's participation in SFOR.
A request was received from the OSCE on 3 June 1997 for the deployment of two officers for the period of 25 June to 12 July 1997 to act as short-term monitors for the elections in Albania. Deployment was approved and took place.
A request was received from the OSCE on 24 June 1997 for the deployment of an officer for the period 7 to 13 July 1997 to participate in arms control verification inspections in Bosnia. Approval was granted on 30 June 1997 and the officer was subsequently deployed.
A request was received from the OSCE on 24 June 1997 for the deployment to the OSCE Mission in Albania of an officer for the period 25 June to 12 July 1997 to assist with the establishment and servicing of the communications network in the mission area. Approval was granted for the deployment which subsequently took place.
On 12 August 1997 a request was received from the United Nations for a number of the Defence Forces to serve as an inspector with the United Nations Special Commission (UNSCOM) at its Monitoring and Verifications Centre in Baghdad, Iraq for the prupose of overseeing the elimination of Iraqi weapons of mass destruction and long range ballistic missile capabilities as well as related productions facilities. UNSCOM is also taxed with ensuring that Iraq does not reacquire banned weapons. This appointment is for three months duration. This request was approved on 12 September and an officer commenced duty with UNSCOM on 23 September 1997.
A request was received from the OSCE on 20 August 1997 for the deployment of an officer to the OSCE Mission in Bosnia for service as a democratisation officer for a period of six months. Approval was granted on 29 August 1997 and the officer was deployed.
