Written Answers - Public Examination System.

67 Mr. Gilmore asked the Minister for Education and Science the plans, if any, he has to restore public confidence in the second-level public examination system in view of the serious problems which have been experienced in recent years; and if he will make a statement on the matter. [16586/97]

I have undertaken a number of measures to enhance public confidence in the examinations system.

I appointed six independent examination commissioners in August. Their task is to ensure that, in the case of those who seek their assistance, every procedure within the appeals process has been adhered to without fail. The transparency of this new layer of redress will be ensured by the publication of the examination commissioners' report within a month of the conclusion of their task.

I have also established an expert group to advise on the examinations. The essential task of the group will be to provide me with independent advice on the operation of the State certificate examinations. The group will seek submissions from interested parties and will make recommendations aimed at ensuring public confidence in the process and procedures which underpin the examinations.

In relation to English, I have asked for a comprehensive report from the chief examiner of higher level English on the outcome of this year's appeals process. In addition, the chief examiner's report on the English examination and the detailed marking scheme used in marking the 1997 English scripts will be published shortly. This will include samples of candidates' answers to questions. These samples are in response to requests from teachers and will provide guidance to teachers of English on the marking process.
