As the House will be aware, I aim to have a new Education (No. 2) Bill published before Christmas 1997. This Bill, unlike the earlier Education Bill, published by the previous Government, will not contain proposals for education boards.
I am of the view that the establishment of an intermediate administrative tier in the form of education boards is unnecessary and would not deliver advantages commensurate with its cost. My priority aim is to channel the resources available for education directly into the schools and other education institutions.
