180 Mr. Aylward asked the Minister for Agriculture and Food if he will have arrangements made for payment under the REP scheme to a person (details supplied) in County Kilkenny. [22193/97]

The person concerned applied for a second year payment under the REP scheme on 21 November 1997 and has been selected for a check to ensure compliance with the terms of the agri-environmental plan. This will be carried out as soon as possible and if everything is found to be in order payment will issue shortly thereafter.

The person named declared his forage area as 2.93 hectares in his 1997 area aid application. Clause 9 of the terms and conditions governing the 1997 cattle headage scheme requires that the schemes are open to registered herd owners who occupy and farm at least 3 hectares (7.5 acres) of utilised agricultural land. Accordingly, as the person named has not sufficient forage area, he is not eligible for grants under the headage schemes.

184 Mr. Higgins (Mayo) asked the Minister for Agriculture and Food the reason for the delay in the payment of an area aid grant to a person (details supplied) in County Mayo who has evidence of his date posting the application in this regard. [22222/97]

There is no record in my Department of receiving an area aid application from the person named. The final date for receipt of applications was 9 June 1997, with late penalties applying to applications received between the closing date of 15 May and 9 June. Applications cannot be accepted as valid after 9 June 1997. A certificate of postage dated 11 July 1997 cannot be accepted as proof of submitting a valid area aid application.

The area aid application of the person concerned was randomly selected for inspection in accordance with EU regulations and has now been cleared. Payment of his 1997 cattle headage will issue within the next week.

The following payments have issued to the person named under the suckler cow premium scheme in the past three years: £6,731.04, first instalment in respect of 1997, paid, 2 December 1997; £8.974.72 first instalment paid and £2,243.68, second instalment paid, 23 April 1997, in respect of 1996 and £6,561.60, first instalment paid 24 November 1995, and £4,374.40, second instalment paid 26 January 1996, in respect of 1995.
