Under the Firearms Acts, 1925 to 1990, the power to grant or to refuse to grant a firearm certificate to any person resident in the State is vested in the local superintendent of the Garda district where the person resides. I have no statutory function in this matter. The superintendent, as issuing authority in the district in which the applicant resides, has to be satisfied that all the requirements of the Firearms Act 1925 have been complied with and can stipulate whatever security arrangements he deems necessary.
