201 Mr. Aylward asked the Minister for the Environment and Local Government the reason persons who held clerical officer grades and library assistant grades were excluded from the recent long service increment awarded to all county council officials who had 40 years service and took up employment before 1964; and if he will make a statement on the matter. I propose to take Questions Nos. 199, 200 and 201 together.

The determination of pension increases in individual cases is a matter for each local authority. Under the terms of a circular letter which issued in November last authorising local authorities to implement a Government decision applying increases in the pensions of public servants who retired before the commencement dates of PCW restructuring pay deals, only increases which represented permanent additions to the pay scales in question would apply to pensioners. The long service increment payable to clerical officers and library assistants, which is only payable on a personal basis to those serving on 1 June 1996, is not a permanent feature of the new pay scales and may not be passed on to persons who retired before 1 June 1996.
