Written Answers - Mobile Phone Emissions.

102 Mr. Sargent asked the Minister for Public Enterprise if her attention has been drawn to the fact that a mobile phone emits non-ionising radiation in excess of that shown to affect the human being; if she has satisfied herself that human and animal health in Ireland is sufficiently protected by our laws and does she intend to label mobile phones as being potentially hazardous. The question of the safety to health of mobile phones to their users has been addressed by many Governments and health advisory authorities around the world. One of the most recent investigations of this matter was a study by an expert group appointed by the European Commission.

On 20 November 1996 this expert group reported "there is no evidence of any health risk emerging from mobile phones, but the results of present research are inadequate to draw firm conclusions on this issue. Further research is therefore required". The expert group in its report made various detailed research recommendations which the Commission has proposed be fed into the fifth framework programme for research and technological development 1998-2002.

On the basis of this and other studies, together with the application of international practice in Ireland regarding standards for mobile phones, I am satisfied that human and animal health is being protected by the legal framework now in place. My Department will continue to monitor international developments to ensure that the most up to date standards are applied to emissions from mobile phones.
