Written Answers - Waste Disposal.

Ceist:

80 Ms Clune asked the Minister for the Environment and Local Government the consideration, if any, his Department has given to the promotion of an incineration process for the disposal of municipal waste; and if he will make a statement on the matter. [6055/98]

Local authorities are required under Part II of the Waste Management Act, 1996 to prepare waste management plans in relation to waste within their functional areas. They are also required under section 38 of the Act to provide or arrange for the provision of such facilities as may be necessary for the recovery and disposal of household waste arising within their functional areas.

To provide an informed and comprehensive basis for the preparation of waste management plans and provision of modern waste services, my Department has encouraged local authorities to carry out relevant background studies which include consideration of thermal treatment options for waste.

Waste incineration is used extensively within the OECD and is recognised as a valid means of waste recovery in European Union policy and legislation. Irish environmental legislation, in particular the Environmental Protection Agency Act, 1992, provides for the integrated licensing and comprehensive environmental control of waste incineration facilities.
