45 Mr. Quinn asked the Minister for Justice, Equality and Law Reform if he will ask the all-party Committee on the Constitution to bring forward proposals for a disability equality amendment to the Constitution; and if he will make a statement on the matter. [5561/98]

I will decide on whether it would be desirable to ask the all-party Committee on the Constitution to bring forward proposals for a disability equality amendment to the Constitution when the Government response is to hand in relation to a plan of action on the rights of people with disabilities based on the report of the Commission on the Status of People with Disabilities and detailed proposals for the establishment of a national disability authority and a disability support service, both of which are in the course of preparation, and when the employment equality and equal status legislation have been enacted.

Until such time as the planned legislative, institutional and services provision improvements for people with disabilities are in place it would be difficult to arrive at a decision in relation to the need to bring forward proposals for a disability equality amendment to the Constitution.
