Ceist:

480 Mr. Barrett asked the Minister for the Environment and Local Government the plans, if any, he has to seek an amendment to the Constitution to allow non-Irish citizens resident in this country for a certain period of time to vote at referenda; and if he will make a statement on the matter. 525 Ms McManus asked the Minister for the Environment and Local Government if he will address the issue of non-nationals voting in referenda in view of the desire of many non-national residents to vote in referenda; and if he will make a statement on the matter. [9132/98]

I propose to take Questions Nos. 480 and 525 together.

Article 47.3 of the Constitution provides that the right to vote at a referendum shall be confined to citizens of Ireland who are eligible to vote at Dáil elections.

The question of whether an amendment to the Constitution in relation to this aspect would be desirable might best be considered, in the first instance, by the All-Party Oireachtas Committee on the Constitution.
