101 Mr. Shatter asked the Minister for Health and Children whether the terms of reference for the new tribunal of inquiry into the infection of haemophiliacs with HIV and hepatitis C has been agreed; whether the Irish Haemophilia Society has agreed these terms of reference; and when the tribunal of inquiry will commence its work. I propose to take Questions Nos. 14, 23 and 101 together.

My Department has had a series of meetings with the Irish Haemophilia Society over the past few months in relation to the issues which the society wishes to have examined by the forthcoming tribunal of inquiry. Considerable progress has been achieved at these meetings in identifying issues relevant to the hepatitis C and HIV infection of persons with haemophilia. The society recently submitted a document to my Department which raised a number of matters which concern the scope of the tribunal and how it should proceed. I am currently examining the document and my Department will respond to the society within the next few days.

My Department has also been in touch with the solicitors acting for the Kilkenny health worker and has agreed the issues for examination by the tribunal which are relevant to her case.
