227 Mr. Higgins (Dublin West) asked the Minister for the Environment and Local Government the average price of a new private house, a second-hand house and a local authority house for each of the years 1985 to date for the whole country and, in particular, for Dublin, Cork, Galway and Limerick. I propose to take Questions Nos. 227 and 228 together.

The information requested on the average price of a new private house and a second-hand house for the years 1985 to 1997 and for the March and June quarters 1998 is published in the Housing Statistics Bulletins, copies of which are available in the Oireachtas Library. The cost of building a house varies significantly in relation to site location and condition, cost of providing services, house size, design, finish etc. The information requested in relation to the average cost of building a house in the various years is not therefore available in my Department and would not in any event be meaningful.

Information in relation to the average cost of building a local authority house is available in my Department on a national basis only for the years 1986 to 1997 and is set out in the following table:

The average all-in-cost reflects the various types of housing being provided and includes for example single rural cottages, smaller rural schemes in addition to urban schemes. Allowances have been made for site costs, fees etc. Information on costs for individual authorities is not readily available in the Department and its compilation would involve a disproportionate amount of time and work.
