238 Mr. N. Ahern asked the Minister for Health and Children if he will clarify the case of a person (details supplied) in Dublin 5; the reason he has not qualified for a blind welfare allowance in accordance with the announcement in the 1997 budget; if this person is subject to a means test; and, if so, the reason this was not indicated in the literature. Assessment of entitlement to a blind welfare allowance in any individual case is a matter for the relevant health board. Accordingly, I have referred the Deputy's question to the chief executive officer, Eastern Health Board with a request that he examine the query and reply directly to the Deputy as a matter of urgency.
