271 Mr. Kirk asked the Minister for Agriculture and Food if the disadvantaged areas scheme will continue; and if he will make a statement on the matter. [21252/98]

The disadvantaged areas scheme in operation at present in respect of cattle, sheep, equines, and goats will continue in 1999.

Under the Agenda 2000 proposals, the European Commission has proposed that payment under the disadvantaged areas schemes will be made on a per hectare rather than a per animal basis. The proposal envisages that payment will be confined to farmers who farm a minimum area of land in a disadvantaged area, and who use farming practices compatible with the need to safeguard the environment and protect the countryside.

Negotiations on all aspects of the Agenda 2000 proposals are ongoing.
