379 Mr. Gormley asked the Minister for Finance his views on the possible budgetary implications for 1999 and beyond of Ireland's commitment under the Kyoto Protocol to cap the increase in greenhouse gas emissions at 13 per cent above their 1990 levels by 2010; and if he will make a statement on the matter. While I am conscious of Ireland's commitment, with regard to greenhouse gas emissions, under the agreement reached at Kyoto in December 1997, I am sure that the Deputy will appreciate that it would not be appropriate for me to discuss budgetary matters in advance of the forthcoming budget.
